Research interests

I am affiliated to the Delft University of Technology since 2005. Before this I was affiliated to the department of transport economics at Erasmus University in Rotterdam.

I am also working at inno-V (Amsterdam). 

My research interests are:

  • International comparison of regulatory reforms in the public transport and railway sector: Since 1989 I follow the reforms introduced in the European public transport sector, both in the urban/regional local public transport and in the national railway sector. Deregulation, liberalisation and privatisation are the main keywords. I was involved in several international research projects and advisory reports to the European Commission pertaining to the reform of the European policy and legal framework for the public transport sector (including the revision of Regulation 1191/69 on Public Service Obligations in the public transport sector).
  • Organisational forms in public transport: In this international comparison, I have focussed on the reform of both (local) transport authorities and transport companies. Linking it to legal and regulatory reforms, I have developed a classification framework that enables to present succinctly and compare the features of different organisational forms in public transport and their reforms. This was published as a paper in Transport Policy in 1999 and includes two essential elements. The first one is the distinction between market initiative and authority initiative and the second one is the adaptation to public transport of the Strategic, Tactical and Operational levels. The combination of both, relating it to the actors present at the local level, allow a clear presentation of (shifts in) responsibilities, on the role of competition and on the usage of contracts and competitive tendering.
  • Evolution of institutions in the public transport sector: More recently I have paid more attention to the evolution of institutions in the (local) public transport sector. The competitive and contractual practice that has developed since the end of the 1980s has led to various adaptations. These are on the one hand adaptations in contractual practice and, on the other hand, adaptations of higher institutions (regulations and legislation). Furthermore, the pending actions of the European Commission are a further cause for evolution, even if the end-state of the proposals remain unclear for the time being.
  • Railway reforms and lessons from the Japanese railways for Europe: Besides local public transport, my second interest is for the national railway sector. Here I focus on the reforms introduced or related to Directive 91/440/EEC (known generally as ‘separation of infrastructure from train operations’) and compare it to the Japanese railways and their experience since 1987. I have organised or participated to several study trips to Japan for the Dutch railway sector in order to draw further lessons from the Japanese practices.

This research has led to several refereed and non-refereed academic publications (see publication list) and to various reports for authorities and transport operators. I have, during the past years, participated in the following European research projects (ISOTOPE, SORT-IT, QUATTRO, MARETOPE) and in advisory work for the European Commission (PSO -public service obligations- study devoted to the reform of EC-regulation 1191/69 and a study of Integrated Services in local public transport). Besides this, I have also produced a number of research reports, together with colleagues, for various authorities in the Netherlands (Ministry of Transport, Ministry of Economic Affairs, Regional Transport Authority Amsterdam Region, etc.)
