Wolter Lemstra 

Wolter Lemstra is Senior Research Fellow Economics of Infrastructures at the Faculty Technology, Policy & Management of the TUDelft, and Senior Lecturer at the Strategy Academy, the Netherlands. His research interests are the developments of the telecommunication sector in relation to firm strategy and government policy, and the role of governance regimes and the institutional environment. He thereby links his academic interests to 25 years of experience in the telecom sector. He occupied senior management positions in the field of engineering and product management, sales and marketing, strategy and business development. Most recently he was a Member of the Senior Management Team and Vice-President at Lucent Technologies, responsible for marketing and business development in the Europe, Middle East and Africa region.

Since 1995 he has been a Faculty Member of Delft TopTech, the School for post graduate and executive education at the TUDelft. In 2001 he left Lucent Technologies and founded Industry-Insights BV, an executive-level consulting company focused on strategy formation and policy development. He is the Corporate Liaison Director of LIRNE – Learning Initiatives on Reforms in Network Economies, a cooperation of experts at the TUDelft, the Technical University of Denmark, the London School of Economics, and the LINK Centre at the University of Witwatersrand, South Africa. He is a Faculty Member of the e-Governance Masters program at the Ecole Polytechnique Fédérale de Lausanne (EPFL), in Switzerland.

In 1978 Wolter received his ‘Ingenieurs’-degree Cum Laude at the Faculty of Electrical Engineering of the TUDelft, the Netherlands. In 2006 he successfully defended his PhD project aimed at exploring and explaining the impact of the Internet bubble on the development path of the telecommunication sector, and assessing the implications for strategy and policy formation in the aftermath.
